In line with:

Articles 11 and 161 of the Constitution;

Law # 30-11 setting out the terms and conditions of the independent and impartial observation of elections;

Law # 76-15 reforming the National Human Rights Council ;

The Special Commission for the Accreditation of Election Observers hereby announces open accreditation applications to observe the upcoming elections, on September 23, 2026.

Complete applications must be submitted before 4:00 p.m. (GMT+1), on 22 May 2026, by email to observation2026@cndh.org.ma or in person (in a sealed envelope addressed to the Chairperson of the Special Commission for the Accreditation of Election Observers), at the National Human Rights Council’s main office (Conseil national des droits de l’Homme, 22, Bd Arriad, Hay Ryad, Rabat).

Eligible institutions and organizations are invited to download and fill in the application form[1] available at the Commission’s website www.observationelection.cndh.ma.

Pursuant to Article 2 of Law # 30-11, shall be eligible for this accreditation:

• National institutions mandated by law to observe elections;
• Active civil society associations known for their work in human rights and the promotion of the values of citizenship and democracy, legally established and operating in accordance with their statutes; and
• International non-governmental organizations interested in election observation, legally established in accordance with their national legislations and known for their independence and impartiality.

Accredited institutions and organizations undertake to respect the Observation Charter and all laws and regulations governing elections in Morocco.

The Special Commission for the Accreditation of Election Observers encourages applications that take into account geographic, cultural and gender diversity as well as applications from disability rights organizations.

Eligibility requirements:

1 – National observers

• Must not be a candidate in the upcoming elections;
• Must be enrolled on the general electoral roll; and
• Must sign the Observation Charter. The Charter must also be initialled by the relevant body.

2 – International observers

• Must demonstrate proven experience in election observation;
• Must sign the Observation Charter. The Charter must also be initialled by the relevant body;
• International NGOs must submit their applications to the National Human Rights Council through their legal representative.
