{"id":3698,"date":"2021-05-22T15:13:55","date_gmt":"2021-05-22T13:13:55","guid":{"rendered":"https:\/\/observationelections.cndh.ma\/%d8%a2%d8%ac%d8%a7%d9%84-%d8%aa%d9%84%d9%82%d9%8a-%d8%b7%d9%84%d8%a8%d8%a7%d8%aa-%d8%a7%d9%84%d8%aa%d8%b1%d8%b4%d9%8a%d8%ad\/"},"modified":"2021-06-07T16:40:28","modified_gmt":"2021-06-07T14:40:28","slug":"%d8%a2%d8%ac%d8%a7%d9%84-%d8%aa%d9%84%d9%82%d9%8a-%d8%b7%d9%84%d8%a8%d8%a7%d8%aa-%d8%a7%d9%84%d8%aa%d8%b1%d8%b4%d9%8a%d8%ad","status":"publish","type":"post","link":"https:\/\/observationelections.cndh.ma\/en\/%d8%a2%d8%ac%d8%a7%d9%84-%d8%aa%d9%84%d9%82%d9%8a-%d8%b7%d9%84%d8%a8%d8%a7%d8%aa-%d8%a7%d9%84%d8%aa%d8%b1%d8%b4%d9%8a%d8%ad\/","title":{"rendered":"Special Commission announces deadline for submitting accreditation applications to observe 2021 elections"},"content":{"rendered":"<p dir=\"ltr\">In line with:<\/p>\n<p dir=\"ltr\">Articles 11 and 161 of the Constitution;<\/p>\n<p dir=\"ltr\">Law # 30-11 setting out the terms and conditions of the independent and impartial observation of elections;<\/p>\n<p dir=\"ltr\">Law # 76-15 reforming the National Human Rights Council ;<\/p>\n<p dir=\"ltr\">The Special Commission for the Accreditation of Election Observers hereby announces open accreditation applications to observe the upcoming elections:<\/p>\n<ul dir=\"ltr\" style=\"text-align: left;\">\n<li><strong>Wednesday 8 September 2021<\/strong>: Parliamentary Elections (House of Representatives) and the elections of the councils of regions, communes and districts;<\/li>\n<li><strong>Tuesday 21 September 2021<\/strong>: Elections of the councils of prefectures and provinces;<\/li>\n<li><strong>Tuesday 5 October 2021<\/strong>: Election of the House of Councilors (second chamber).<\/li>\n<\/ul>\n<p dir=\"ltr\"><strong>Complete applications must be submitted before 4:00 p.m. (GMT+1), on Tuesday 22 June 2021, by email to <a href=\"mailto:observation2021@cndh.org.ma\">observation2021@cndh.org.ma<\/a> or in person (in a sealed envelope addressed to the Chairperson of the Special Commission for the Accreditation of Election Observers), at the National Human Rights Council&#8217;s main office (Conseil national des droits de l\u2019Homme, 22, Bd Arriad, Hay Ryad, Rabat).<\/strong><\/p>\n<p dir=\"ltr\">Eligible institutions and organizations are invited to download and fill in the application form[1] available at the Commission\u2019s website <a href=\"http:\/\/www.observationelection.cndh.ma\">www.observationelection.cndh.ma.<\/a><\/p>\n<p dir=\"ltr\">Pursuant to Article 2 of Law # 30-11, shall be eligible for this accreditation:<\/p>\n<ul dir=\"ltr\">\n<li>National institutions mandated by law to observe elections;<\/li>\n<li>Active civil society associations known for their work in human rights and the promotion of the values of citizenship and democracy, legally established and operating in accordance with their statutes; and<\/li>\n<li>International non-governmental organizations interested in election observation, legally established in accordance with their national legislations and known for their independence and impartiality.<\/li>\n<\/ul>\n<p dir=\"ltr\">Accredited institutions and organizations undertake to respect the Observation Charter and all laws and regulations governing elections in Morocco.<\/p>\n<p dir=\"ltr\">The Special Commission for the Accreditation of Election Observers encourages applications that take into account geographic, cultural and gender diversity as well as applications from disability rights organizations.<\/p>\n<p dir=\"ltr\"><strong>Eligibility requirements:<\/strong><\/p>\n<p dir=\"ltr\">1 &#8211; <strong>National observers<\/strong><\/p>\n<ul dir=\"ltr\">\n<li>Must not be a candidate in the upcoming elections;<\/li>\n<li>Must be enrolled on the general electoral roll; and<\/li>\n<li>Must sign the Observation Charter. The Charter must also be initialled by the relevant body.<\/li>\n<\/ul>\n<p dir=\"ltr\">2 &#8211; <strong>International observers<\/strong><\/p>\n<ul dir=\"ltr\">\n<li>Must demonstrate proven experience in election observation;<\/li>\n<li>Must sign the Observation Charter.
