Election observation is governed by Law # 30-11 on the terms and conditions of independent and impartial election observation, dated 29 September 2011. The law defines independent and impartial election observation.                <\/span>\r\n                \r\n                <\/div>\r\n          <div class=\"bdt-accordion-content\">\r\n              <div class=\"toggle-content fluid\"><p>A : Yes. The Special Accreditation Commission can decide to withdraw an observer\u2019s accreditation if the observer breaches the provisions of Article 17 of Law # 30-11. It then withdraws the observer\u2019s accreditation card and badge.<\/p><p>The Commission can receive minutes, communications and statements relating to the violations specified in Law # 30-11 and in the Observation Charter, by all possible means.<\/p><p>The Commission can withdraw an observer\u2019s accreditation and bring his\/her observation to an end or, if need be, decide to immediately withdraw the accreditation of an organization, in such cases.<\/p><p>The decision to withdraw an observer\u2019s accreditation is notified to his\/her organization. The organization is then alerted to the need to ensure that its observers comply with the Observation Charter. If the observer keeps violating Article 17 of the law or when other observers of the same accredited organization violates its provisions, the organization\u2019s accreditation can immediately be withdrawn by the Commission.<\/p><p>The decision to withdraw an organization\u2019s accreditation is notified to the organization\u2019s legal representative.<\/p><p>The Commission\u2019s decision to withdraw observation cards and badges from observer(s) and accreditation from an organization is notified to the competent government authorities for implementation.<\/p><\/div>          <\/div>\r\n        <\/div>\r\n                    <div class=\"bdt-accordion-item\">\r\n            <div \r\n                class=\"bdt-accordion-title bdt-flex bdt-flex-middle bdt-flex-between\"                id=\"bdt-accordion-q-how-does-the-special-accreditation-commission-work-procedure\" \r\n                data-accordion-index=\"8\" \r\n                data-title=\"q-how-does-the-special-accreditation-commission-work-procedure\" >\r\n\r\n                                    <span class=\"bdt-accordion-icon bdt-flex-align-right\"\r\n                        aria-hidden=\"true\">\r\n\r\n                                            <span class=\"bdt-accordion-icon-closed\">\r\n                        <i aria-hidden=\"true\" class=\"fa-fw fas fa-plus\"><\/i>                        <\/span>\r\n                    \r\n                                                <span class=\"bdt-accordion-icon-opened\">\r\n                            <i aria-hidden=\"true\" class=\"fa-fw fas fa-minus\"><\/i>                            <\/span>\r\n                        \r\n                    <\/span>\r\n                \r\n                <span class=\"bdt-flex bdt-flex-middle\">\r\n\r\n                                        Q : How does the Special Accreditation Commission work (procedure)?                <\/span>\r\n                \r\n                <\/div>\r\n          <div class=\"bdt-accordion-content\">\r\n              <div class=\"toggle-content fluid\"><p>A: The Special Accreditation Commission is convened by its Chairman on a periodic basis and meets at the headquarters of the National Human Rights Council in Rabat on a specific agenda. The agenda of its meetings is notified to the members of the Commission by all available means, indicating the date and venue of the meeting. The Commission convenes at least 24 hours after the date of notification.<\/p><p>A quorum of at least half of the members is necessary for the meetings of the Commission. If the quorum is not met, a second invitation is sent to the members. The second meeting will be held regardless of the number of attending members.<\/p><p>The Commission takes its decisions by the absolute majority of its attending members.
