Misions and mandate<\/h2>

The Special Commission for the Accreditation of Election Observers is established within the National Human Rights Council (CNDH), by virtue of Law # 30-11 on the terms and conditions of the independent and impartial election observation. It is mandated to receive, examine and decide upon the accreditation applications.<\/p>

The Commission delivers\u00a0special cards to accredited observers<\/strong>\u00a0and\u00a0badges<\/strong>\u00a0to wear all the time at the polling stations.<\/p>

The Commission\u2019s Observation Charter takes into account the universally recognized standards and best practices in election observation. It lays down the principles and fundamental rules observers must respect to exercise their independent and impartial election observation duties.<\/p>

The Commission organizes several observation\u00a0training sessions<\/strong>\u00a0for the accredited observers.<\/p>

Examining accreditation applications<\/h2>

To decide upon applications and give its accreditations, the Commission examines whether the organizations and their observers applying for accreditation to carry out independent and impartial election observation, meet the required terms and conditions.<\/p>

The Commission must justify any accreditation refusal decisions. It must inform its decisions to the applying organizations, after examining their applications and the list of election observers they proposed for accreditation, at least 15 days before the polling date. Copies of the Commission\u2019s decisions are sent to the authority in charge of electoral operations within the same timeframe.<\/p>

Meetings & decisions<\/h2>

The Commission is convened by its Chairperson according to a specific agenda. The agenda must be notified to the members of the Commission with all available means, indicating the date and venue of the meeting.<\/p>

The Commission\u2019s deliberations may be considered valid only if at least half of its members are present. If the quorum is not met, an invitation is sent to the members to meet for a second time. The second meeting shall be thus held regardless of the number of members who attend.<\/p>

The Commission takes its decisions by an absolute majority of the members present. In case of a tie, the Chairperson shall have the casting vote.<\/p>

The Secretariat of the Commission is provided by the Secretary-General of the National Human Rights Council.<\/p>

Observation reports<\/h2>

The Commission refers the reports it receives from the accredited organizations to the relevant public authorities.<\/p>

Members of the Commission<\/strong><\/span><\/h2><\/div>

The Special Commission for the Accreditation of Election Observers is chaired by the Chairperson of the National Human Rights Council or a representative she chooses for this purpose.\u00a0Its Secretariat is undertaken by the National Human Rights Council\u2019s Secretary-General.\u00a0It is composed of:<\/p><\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t
